I Am Asking The Top Referee Group, Military To Unlock Send My Message To Top Governments

I have sent a short version of the divine world peace solution via email and some secret channel/platform and will send the full version in next few days (probably within next 24 hours).

I do not have and know official rule behind the screen but I think unlock the encrypt files and send the message/letter in neutral way are “allowed”.
